I. Project Overview

On behalf of Tongyu Heavy Industry Co., Ltd., China National International Engineering Consulting Corporation is conducting a procurement of bottled gases for Tongyu Heavy Industry Co., Ltd. through a competitive negotiation process. We welcome your organization to participate in the competitive negotiation.

II. Basic Information on the Project

1. Project Name: Procurement of Bottled Gases by Tongyu Heavy Industry Co., Ltd.

4. Procurement Scope: This project is divided into one lot, covering the procurement of bottled gases (primarily including acetylene, carbon dioxide, propane, and other gases) by Tongyu Heavy Industry Co., Ltd. Delivery shall be made to the factory on the day following receipt of the delivery notice from the purchaser’s procurement department. The warranty period shall be one year from the date of acceptance and qualification of the products. During the warranty period, the supplier shall assume full responsibility for cylinder inspection, maintenance, emergency response, and other related services. For details, please refer to Chapter 4, “Technical Specifications and Relevant Requirements,” of the competitive negotiation documents.

III. Supplier Qualification Requirements

1. The supplier must be a manufacturer or agent with independent legal status and a valid business license, and must possess the requisite construction capabilities in terms of personnel, equipment, and funding.

2. If the supplier is a manufacturer, it must hold a valid “Safety Production License,” a “License for Operating Hazardous Chemicals” (with the scope of license covering the subject matter of this procurement), and either a “Mobile Pressure Vessel Filling License” or a “Gas Cylinder Filling License.” If the supplier is an agent, it must provide an authorization letter from the manufacturer and also submit the relevant qualification certificates of the manufacturer.

3. The supplier itself or the transportation service provider it has engaged must hold a valid “Road Transport Business License” or “Road Transportation License for Dangerous Goods” (the license category must correspond to the items under this project). (If the transportation service provider is not the supplier, the supplier must also provide a letter of intent or agreement for transportation services between the supplier and the engaged transportation service provider.)

4. The supplier has a track record of supplying bottled gases from January 1, 2022, to the present (please provide scanned copies of the original contracts, with the contract signing date as the determining factor).

5. The supplier shall have a sound financial position, good banking creditworthiness, and solid commercial reputation, and shall not be under an order to cease operations, nor have its assets taken over, frozen, or been declared bankrupt. Furthermore, the supplier must not be listed on the “Credit China” website (www.creditchina.gov.cn) as a person subject to enforcement for untrustworthiness or as a party involved in a major tax violation case.

6. There are no unresolved significant contract disputes, economic disputes, or other matters between the supplier and its cooperating entities that could materially affect its ability to perform the contract; furthermore, in the past three years, the supplier has not engaged in fraudulent bid-winning practices or serious breaches of contract, and no major or above-level quality and safety incidents have occurred in the projects it has undertaken.

7. This project does not accept consortiums to participate in the negotiations.

Verification of information provided when purchasing the procurement documents does not indicate that the supplier has already passed or been deemed qualified. Whether a supplier is qualified will be determined by the results of the post-qualification review conducted by the negotiation team during the evaluation phase.
